In our last
News Release made on February
16, 2006, we announced that we received an invitation from the
Philippines Amusement and Gaming Corporation (“PAGCOR”)
to present to it a plan to broadcast from the Hyatt Hotel and Casino,
Manila, live in-progress casino table games, utilizing our Company’s
patented Roulabette® technology for broadcasts to be disseminated
throughout the industrialized world.
Herbert Lindo, Chairman and CEO and Kit Wong, Director and Vice
President, together with two (2) members of our technical team
commenced two (2) weeks of meetings with the Chairman and other
Directors and staff members of PAGCOR.
The discussions immediately centered on the effect the simulcast
broadcast would have on other players. Playing on nearby
non-televised table games that wished to remain private and not
even accidentally been seen on the live broadcasts. We require
(initially) two (2) tables each for Roulette, Dice and Mini Baccarat,
out the one hundred twenty-eight (128) table games at the casino
for the broadcasts.
We had agreed that the six required table games should be located
throughout the casino rather than located in a separate room or
in a corner of the casino floor.
To establish that the broadcasts would not pick up other players,
required to make a film presentation of a proposed broadcast of
a live, in-progress table game. It was agreed the experimental
game would be a Roulette table located with other table games on
the casino floor.
We were fortunate to engage Big Top, a Philippines movie production
company that made available two days for the production of the
test film and an actor’s studio that provided twelve (12)
young, aspiring movie actors that donated their presence in the
film and cooperated beautifully with the eight (8) member film
crew for the first ever live action Roulette game from the floor
of the new Hyatt Hotel and Casino in Manila. Special permissions
were obtained from the managers of the hotel and of the casinos
to make this filming possible.
We have available, for anyone that owns, or has access to a computer
or DVD player that wishes to obtain a DVD copy of the not as yet
finally edited film to join us in the experiences of a step in
the future for Roulabette®. (Please make your request
in writing to provide us with your mailing address).
The film was made during the twenty-four (24) hour operation of
the casino, with real chips and croupiers managing the action and
the support of the security and casino operating management. We
wish to thank them for their splendid cooperation and allow us
to come into their casino and film away, with camera booms taking
shots from different angles and location for future live, in-progress
camera installations.
The film demonstrated that we meet the absolute privacy of players
wagering on nearby tables.
There is a genuine desire by PAGCOR to provide the worldwide Roulabette® broadcasts.
While in Manila, we were the special invited guests of Mr. Efraim
C. Genuino, the Chairman and CEO of PAGCOR to the first ever EurAsian
Gaming Summit of Leaders, Asia’s Gaming Entertainment plus
leisure Expo to which the Chairman was elected as the Chairman
by the twelve (12) Asian countries that participated in the Expo.
The Expo was well represented by Asian and U.S. manufactures including
by two (2) manufacturers simulated live like horseracing.
We are convinced that Project Roulabette® will positively impact
PAGCOR’s mandate and core objective to become an Asian destination
for casino gambling enthusiasts and tourist attraction in competition
with Macau and all gambling facilities in Asia. We expect,
shortly, to commence revenue sharing from net win and advertising
revenue negotiations. For now, Ms. Emily San Juan and attorney
Melvin Mendoza are authorized to coordinate with and represent
our Company in working out a mutually beneficial arrangement with
PAGCOR to advance our patented system and its ancillary operations
in PAGOR and the world. We look forward to a mutually beneficial
and sustainable partnership.
To summarize our progress in introducing Roulabette® we wish
to acknowledge and thank PAGCOR, its Chairman and CEO, the Directors
and staff members for giving our Company the opportunity to introduce
our patented Roulabette® real time, in-progress, remote table
gaming transmission technology for possible use and broadcast initially
from the new PAGCOR operated Hyatt Hotel and Casino in Manila. In
accordance with PAGCOR’s instructions, we will shortly be
able to present an actual broadcast shot from a specially designated
gaming table at the Hyatt (the broadcast shot will require approximately
two [2] weeks for editing).
As proposed, Kenilworth will install and operate a number of specially
designed cameras in, around and above a set of designated gaming
tables without disrupting normal gaming and monitoring activities. The
cameras along with directional microphones will capture the images
and sounds of the live games as they occur. The live game
images would be broadcast (simulcast) via satellite for viewing
by subscribers of digital satellite and digital cable televisionworldwide. Wagering
would take place in jurisdictions that approve the use of the technology. The
set top boxes or computerized interfaces would receive the results
of the games played through a microprocessor imbedded in the boxes
or the TV sets.
Our patents which have been approved and published in the U.S.
and forty-nine (49) other digitalized countries cover this technology
which processes the wagers at the viewing site as they occur, adding
or subtracting the wagered amounts against the player’s or
patron’s account balance, which will be managed by lotteries,
banking institutions or approved Kenilworth designated agents in
the various jurisdictions. The security protocol would be
similar to those employed in the simulcast of horseracing between
tracks located in different locations or countries.
As indicated in our earlier submissions, the estimated subscriber
base (satellite and cable) by households, bars, restaurants, race
tracks, slot parlors, etc. excluding multiple TV sets per location
in Europe and the Pacific Rim nations alone run up to 325 million. If
we include the United States which, as of this writing, has a base
of 120 million the potential revenues from this ‘captured’ subscriber
base can be staggering.
Just to illustrate. One of the four (4) Satellite Television
producers in Europe with a subscriber base of 7.7 million as of
March 31, 2005 reported that 3.2% of these or 300,000 are steady
bettors on horseracing and soccer games (pari mutual wagering)
with average betting estimated at US$3,200 annually. The
company opined that with the addition of fixed odds casino betting
on live casino games the expected number of subscribers could dramatically
increase to 10% or 770,000 subscribers making this operation a
potentially US$2billion market annually. Indeed, Kenilworth’s
technology can ‘revolutionize’ the entire gaming and
entertainment industry as we know it as it brings games, places
and faces in an instant twenty-four (24) hours a day right into
the living and playing rooms of millions of people worldwide. Needless
to say, PAGCOR when approved will be right in the center of this
exciting and profitable development.
We are certain that given the chance to partner with PAGCOR to
implement this new gaming concept we will be able to contribute
substantially to PAGCOR’s earnings by ‘capturing’ a
global gaming audience while enhancing the value of PAGCOR as a
gaming and entertainment ‘brand’. Additionally,
we believe that with this introduction and affiliation to a global
audience through a dedicated broadcast media network, PAGCOR will
also enhance the growth of the Philippine tourism industry and
promote the country as a trade and investments destination. The
broadcast will be controlled and beamed exclusively to overseas
audiences to comply with PAGCOR’s commitment to the non-proliferation
of games of chance in the Philippines, prevent its use by minors
and limit compulsive gambling.
As proposed, Kenilworth will build, develop, fund and manage the
entire Project with no cost to PAGCOR which, as the casino operator,
will only host the broadcast. For purposes of project implementation,
Kenilworth is acquiring a PAGCOR accredited company, Lighthouse
Supplies and Services, Inc., shortly. Kenilworth through
Lighthouse will make available any and all technology and resources
necessary to successfully undertake this Project. It will
work with PAGCOR to develop and agreed video system that controls
coverage areas for guests, ensure exposure worldwide and generate
interests from players and viewers everywhere. Kenilworth
will also be responsible for the agreements with the regulatory
agencies in the targeted jurisdictions as well as gaming and entertainment
entities and satellite and cable companies to ensure the proper
implementation of this Project.
Upon written understanding of PAGCOR’s commitment to the
development and implementation of this Project and subject to mutually
acceptable conditions, Kenilworth will provide: a) A guaranteed
monthly minimum payment schedule at least for ten (10) years; b)
Funding and complete the in-country infrastructure roll out; c)
All relevant submissions and/or agreements with overseas regulatory
agencies in the targeted areas, satellite and cable companies,
gaming and entertainment entities and other cooperating organizations,
in and out of the Philippines; and d) Such other requirements as
maybe agreed upon.
